Siena is one of the cities where improvising with a group costs you most. The historic centre is almost entirely pedestrian, tourist coaches cannot enter, and the access permit must be booked at least the day before: turn up without one and you stay outside. It is not something that can be sorted on the morning.

Picking the right one can cost a fraction of the standard permit, and from the second day a group staying in Siena pays nothing. That is money lost purely by asking for the wrong permit.
